Workforce Innovation and Opportunity Act (WIOA) Dislocated Worker Program

Workforce Innovation and Opportunity Act, Dislocated Workers Services, helps laid-off workers obtain new jobs with comparable wages. Addressing the needs of these workers help minimize the disruption of job transition on their own lives as well as that of their families and communities.

A dislocated worker is any adult 18 years and older who:

  • Has been terminated or laid off, or has received a notice of termination of layoff.
  • Is eligible for, or has exhausted entitlement to unemployment compensation.
  • Has been employed for a duration sufficient to demonstrate attachment to the workforce, but is not eligible for unemployment compensation, and is likely to return to a previous industry or occupation.
  • Has been terminated or laid off, or has received a notice of termination or layoff from employment as a result of a permanent closure of, or any subsequent layoff, at a plant, facility, or enterprise.
  • Is employed at a facility at which the employer has made a general announcement that the facility will close within 180 days.
  • Was self-employed but is unemployed as a result of general economic conditions.
  • Is a displaced homemaker.
  • Is a Military spouse.

An emphasis of the program is to increase the employment, retention, and earnings of dislocated workers by increasing their work readiness, educational attainment, and occupational skills and by connecting them to jobs in demand.

The Workforce Innovation and Opportunity Act (WIOA) will provide job seekers and workers with the high-quality career services, education and training, and supportive services they need to get good jobs and stay employed, and to help businesses find skilled workers and access other supports, including education and training for their current workforce. In recent years over 23,000 people annually turn to the OhioMeansJobs-Lawrence County One Stop Center to obtain good jobs and a career pathway. WIOA continues to advance services to these job seekers and employers.
